Good winter gear for motorcycle ride?

My boyfriend bought a motorcycle last year and this will be his first pass riding his motorcycle in the winter. He rides the bike everyday to work.
The satisfy depends on a lot of factors. How cold? Wet? How far is the commute? How big is the budget?
I nag every day, 23*F is the coldest so far.
